It is no surprise that positive childhood development leads to better citizenship in adults. Many state governments, with the advocacy of concerned parents and other members of the community, are looking for ways to guide children so they can better manage conflict in their lives. The goal of such legislative efforts is often expressed as "creating a safe school" or "ending violence." Legislators and community advocates are looking for solutions to teach youth how to manage conflict situations in a positive and civil manner.
